Bill,
If your CAC is heating up enough to cause the cap to vent then, I would
investigate why 13+ psi is occuring under your cap.  If your pump is not
functioning this could be a good reason.  If it is, I would look into removing
the metal lines and getting a aux heat exchanger.   I noticed that our ty's
CAC gets real hot after I turn the truck off (turbo is slow roasting it).  Not
sure if it is hot enough to open the releif built into the cap, but anyway....
Have you replaced your CAC cap recently?  
Good catch on the hose length in the over flow bottle!
