Bad ECM or PROM??



I just replaced my wastegate solonoid to see if that will fix my 8psi boost
limit.  Well, I still don't see the third orange section on the stock
gauge.  Now I'm wondering if the problem could be deeper.  I had the
battery disconnected all night and when I finished installing the new
solonoid and started the truck it didn't have to 'find' its idle speed.
Infact, it hasn't done that for a while now.  Usually when the ECM is off
for that long it should bounce between 1200-500 rpms until it settles on
its idle, right?  It used to do that months ago, but now doesn't.  Could a
bad ECM or PROM also be the cause of my cold start stalling/hesitation
problems and fairly rough idle spikes to 500-600rpms and back?  What is a
good test to make sure it is working as expected?  If that isn't the case,
what could also cause the boost to be limited?

Lastly, my solonoid was caked with oil and dirt and the little sponge was
soaked with oil.  I had a leak on the turbo oil lines fixed a few months
ago, but could this still be from that?
