Problem with Rev limiter, chip or trans

i think its normal if you really stand on it. 
if you want it to shift into 4th, youll have to let off the gas a little.
if you step on it again, it will downshift again. if youre already too fast
for 3rd gear, it will downshift, hit the rev limiter and cut out. 
thats what mine does, and i think its the way it is.
