I think the "swings... after a bit" thing is air
in your line.  As the air works out, the pulses
(due to three injectors opening at once) will
cause the gauge to bounce.

I used to have a 6-foot A/C hose with a small
gauge on the end.  If I didn't purge all the air,
I wouldn't get a correct reading.... kinda smelly, 
though.
