Nope. A different governor will only raise your shift points, not the
overall gear ratio of the trans. You'd have to go to different
front/rear gears for that.

You's only see a difference in straight-line blasts up to 80 MPH
or so, the higher shift points would allow your cam to come into
its RPM range before the trans shifted.
Try running in D at fairly high speed, and you should notice quite
a bit more pull right around 5000 RPM.
